法國在台協會主任 Franck Paris 龍燁 將於 12 月 9 日蒞臨演講，主題為 「A Journey from France to Africa and to Taiwan」。

龍燁主任畢業於巴黎高等政治學院及法國國家行政學院，外交資歷橫跨非洲、歐盟與國防領域，曾任法國總統府非洲顧問，被譽為「非洲先生」。2023 年 8 月，他主動請纓來台，接任法國在台協會主任。

龍燁的職涯從南非洲、象牙海岸到布魯塞爾，再到巴黎的國防與總統府核心決策圈，長期投身和平行動、歐洲軍事合作、非洲事務與國際地緣政治。他視台灣為全球地緣政治的關鍵節點，也是充滿活力的民主典範。 來台後，他深入全台各地、投入文化、科技與社會交流，並積極促進台法在產業、科技、綠能與文化上的互補與合作。

在這場演講中，龍燁主任將分享他從法非外交前線到台灣的職涯旅程、國際趨勢觀察，以及他眼中的台灣與世界局勢。

Franck Paris, Director of the French Office in Taipei, will deliver a speech on December 9 titled “A Journey from France to Africa and to Taiwan.”
A graduate of Sciences Po and the French National School of Administration, Director Paris has built an extensive diplomatic career across Africa, the European Union, and the fields of defense and geopolitics. He previously served as the African Affairs Advisor to the President of France and is widely regarded as an expert on African issues.

His career spans assignments in Southern Africa, Côte d’Ivoire, the African Great Lakes region, EU institutions in Brussels, and France's Ministry of Defense. In 2023, he requested to be posted to Taiwan, recognizing it as a crucial “laboratory of geopolitics” and a vibrant model of democracy in Asia.

Since arriving in Taipei, Director Paris has traveled widely across Taiwan and actively promoted cooperation in culture, technology, green energy, and industry, highlighting the strong complementarities between France and Taiwan.

In this talk, he will share his professional journey from France and Africa to Taiwan, his insights on global geopolitical trends, and his perspective on Taiwan’s role in shaping the future international order.
